I have tried that approach also, but found that if I have an annual budget that doesn't have an "actual" yet, my left report is longer and doesn't align with my right one 
The financial data has been used as an example, but my report is more complex and runs across horizontal pages, so this approach also does not allow me to show the row labels on the second horizontal page.
