To force the user to scan the Destination bin you can use the verification profile and make the Destination bin mandatory you will find this under IMG PATH
SPRO---LE ---MOBILE DATA ENTRY ----VERIFICATION CONTROL----DEFINE PROFILE
Assign the verification profile to goods movement (e.g. in the below example if the warehouse is 001 and the source storage type is 902 and destination storage type is 005 and movement type in the transfer order is 101 then system will look for the verification profile INBND1 and it will prompt to verify the destination bin as per the profile definition)

If you want user to enter the bin manually then you have to use the MANUAL STOCK PLACEMENT putaway strategy when you are creating the storage type under MASTER DATA
