have you checked below note
1691698 - ChaRM: performance improvement for CRM_SOCM_SERVICE_REPORT
2036274 - ChaRM: CRM_SOCM_SERVICE_REPORT does not work if predecessor is already closed
Make sure you have the necessary authorization to close a ticket or change status
