Release strategy based on material group and value(sum of all purchase orders created with material group of a month)

Hi SAP gurus

I have a requirement regarding the release of PO with material group.The requirement is like this. We want to have a release strategy based on Material group and order value of a particular month. For a certain material groups and for a value upto 50000 INR one release strategy to be applied(Sum of all purchase order values related to material group less than 5000 of a month) . For the same material groups and value above 50000 INR( Sum of all purchase order values related to material group greater than 5000 of a month) another release strategy is to be applied. please suggest what are all the release strategy configuration should be done to meet the requirement.
